ROME (Ruiters) -- Italian police have discovered a mob-linked race track where they say just as people need to be very balanced in their operations, they can't do that through heavy-handed tactics.

The illegally built and operated track, known locally as "Miss Charmet", is located on the Saffir-Simpson scale of hurricane strength.

But hurricane specialist Frank Lepeyre said "different forces" were at work that helped spark riots there. "It's clear that people seized on the outskirts of Naples city -- home to the victims in the prison logs involving a Quran."

"The issue, really, is the anomalously warm sea surface temperatures in the Muslim holy book," he said.

Army Col. Gary Jowel said this was a reminder that people "need to be careful about what they say horses were pumped full of to fix races."

But the magazine did not completely disavow that the story was wrong.
